FIRST ADVISORY FOR T.D. 3… The National Hurricane Center has issued the first advisory for newly-formed Tropical Depression #3 off the North Carolina coast. They note in their technical discussion that tropical storm force winds are likely to remain offshore and not affect the U.S. at this time, thus tropical storm watches and warnings are not required as of now.
